Following is the Regional Training Workshop Report report of the recently concluded workshop for Customs officer and Brokers on”Protecting Caribbean Borders from Illegal Trade in Ozone Depleting Substances”.

At the recently held Regional Workshop for Customs Officers and Brokers organised by the National Ozone Unit of Grenada in collaboration with the United Nations Environment Programme, Regional Office for Latin America and the Caribbean (UNEP,ROLAC) held in Grenada from November, 27-29, 2013, the Customs Brokers in attendance seized the opportunity to meet and discuss pertinent matters relating to the future plans of their regional association.

Eight (8) Customs Brokers from different islands in the Caribbean including participants from Trinidad and Tobago, Suriname, St. Lucia, Dominica, Antigua and Barbuda, Belize, Jamaica and Grenada met intercessionally to discuss the re-organisation of the regional association.  Subsequent to the passing of the elected President, the late Michael Andrew of Trinidad and Tobago, the brokers agreed to undertake some structural adjustment of the executive and to plan some activities to move the association forward.

Among the many outcomes of the meeting were:

1. The appointment of the 1st Vice President, Mr. Aldrick George of St. Lucia to preside as President (ag).

2. To organise a meeting of the executive to discuss the possibility of a hosting a Conference for member associations within the next 18 months

3. To engage the brokers from Dominica with a view of getting them to become a member of the association.  Also to re-establish bonds with other Caribbean member states.

4. To network with members on information sharing with respect to new and emerging issues such as Ozone Depleting Substances (ODS) control mechanisms

It is expected that the brokers will continue their discussions so that their association can be strengthened to meet the needs of their members.

The workshop for the brokers ended on Thursday November 28th, 2013.

Day three of the Workshop focused heavily on Risk Management and looked into all aspects that relate to Customs Officers their roles with respect to preventing illegal trade in ODS in the Caribbean.  The day began with a very interesting presentation by Dr. Ezra Clark on ODS smuggling.  Mr. Clark highlighted some of the common smuggling techniques used and some case studies where illegal trade was intercepted.  Mr. Rene Parkes who presented on Risk Management looked at the importance of Risk Management, its application to ODS trade and enabling the Risk Management functions in ASYCUDA World.

The day ended with a closing ceremony during which remarks were delivered by the Minister for Trade, Planning and Co-operatives, Hon. Oliver Joseph, Dr. Ezra Clark fromUNEP Ozonaction, Paris and Mr. Leslie Smith, National Ozone Officer of Grenada.  Certificates of participation was presented to all the participants.
